1.) Yes. "Magic that alters your form, such as alter self, disguise self, polymorph, or shapechange, grants you a +10 bonus on Disguise checks (see the individual spell descriptions)." - Disguise Skill.

2.) No. "The subject's outline appears blurred, shifting, and wavering. This distortion grants the subject concealment (20% miss chance). A see invisibility spell does not counteract the blur effect" This screams to me that the effect just makes you hazy, but doesn't actually "hide" you. It'd be akin to a shadowdancer trying to hide in his own shadow.
