D&D 5E Can a wizard learn a new cantrip from a scroll?

So let's say a wizard finds a spell scroll for a cantrip from the wizard list that he doesn't currently know. The DMG says this type of magic item has a rarity of "common", meaning that scrolls like this should be inexpensive and easy to find, even in (magic-item-sparse) 5E. Can the wizard learn a new cantrip from scroll?

No. You can only copy spells of 1st level or higher into your spellbook. (Sidebar "Your Spellbook" on page 114 of the PHB).

I allow cantrips to be put into spellbooks and be cast using 1st level slots. But that is a house rule.

Number of 'Cantrips' available by level is pretty straightforward (casting them at will as cantrips).

It makes more sense to me that you would learn to use a spell by repeated casting by actually being able to cast it before it became a 'Cantrip'.

I like that rule. The cantrips in your "cantrip slots" are the ones you've practiced for years until you can cast them at will. You can learn and cast others, but you haven't achieved the same level of mastery, so it costs you regular spellcasting resources.

I would say yes, but I would treat it like the rest of his spells. The "base cantrips" he gets from his class are spells he knows by heart, additional ones would have to be prepared in his book, if more cantrip slots open up for him later I can reasonably believe that he could add a cantrip to his "known by heart" list.

Or perhaps for a more simple ruling: Yes, but he would have to first replace a cantrip he already knows. Put a time limit on this as necessary.
 

I'd allow it in my home game BUT the cantrip would have to be from the caster's class AND they would forget another cantrip they already have to keep things zero-sum.
