When you want to grab a creature or wrestle with it, you can use the Attack action to make a special melee attack, a grapple. If you’re able to make multiple attacks with the Attack action, this attack replaces one of them.
Take a look at minatureHoarder's qouted text. Specifically says you have to use an attack action. OAs are not part of an attack action.Hmm on my reading (got my book now), an OA lets you make a melee attack. Then grapple is referred to as a special melee attack. I would allow it. I would also allow a shove or trip too. All makes sense to me, or at least I see no good reason not to allow such.

Ah even if that's right, it's close enough for me. I see only good things by allowing it.
