let me add that I saw in the d2o srd that

A) it is a paizo spell

but

B) it had a note on it:

This spell was originally created for Sylphs. Characters or creatures of other races can learn to cast it with GM permission.

does it need a judge ruling or does it need to have in game permission?

I don't know, with the "racially discrimination note" On being a Slyph spell and that the dm needs to give word, I was thinking that, yes, it needs judge approval.

but that is just my 2 coppers of free advice

Is compsognathus available as a familiar?

Compsognathus is from Bestaiary 2 but I think it's listed in some expanded familiar list elsewhere. I'm not particularly a fan of the dinosaurs but I see no reason it should be excluded.

Side note, does one have to be a sylph to take this spell?

The section on the Advanced Race Guide on the wiki states that 'racial spells, magic items and equipment of the approved races are available for use by other races'. Emphasis mine, but because of that, I would say sylph spells are not available to PCs at this time. I do wish we would expand some of the allowed rules content, though.
