D&D 5E answered

One final suggestion, since you know this fight may be coming:

Steal the cloak. Or hire someone to do it for you.

Thatll piss everyone off. Its a party member.
I feel hes overly abusing the cloak for things it shouldnt be used for. He tried to attack a dragon egg I was carryinf because it was a black dragon egg and claimed i didnt get a reaction to move it out of the way because the direction I thoufht he was coming from wasnt really the direction he was coming from. Hes being super literal about the cloak. So im trying to be super literal as well.
This is just for insurance purposes. Mainly because I just got a find familiar scroll and summoned a fey owl and he made a clear point that his daggers do +1 against fey so if the daggers even touch the owl itll die. There would be no reason for him to want to do this but his character is true neutral so you never know. If he kills the owl im never getting it back because it was a scroll. So if that happens, im kicking his ass.
The only issue is that hes also a monk but he has a lvl in rogue and he took the shadow path in monk. So Darkness is a thing.

Find a way to hit him with Faerie Fire. Can't Shadow Step if you are the light source.

Also, he's not being "super literal" about the cloak, he's being "super subjective" about it. The cloak states what it does - it gives disadvantage on attack rolls against the wearer. It does not say "creatures cannot react to the wearer of the cloak". You DM should shut that kind of thinking down before it gets out of hand.

But if you two want to get into a pissing match about it, just remind him that he has to sleep sometime, and it's possible for the cloak to be mysteriously soaked in oil and set on fire if your owl dies.

Thatll be hard when we all sleep with our non armor gear on. I dont wanna kill him by setting HIM on fire.
Also texhnically he and I dont sleep. Elf meditation. Can you be woken up from a meditation by someone trying to take off your clothing?
I thought about just getting a cloak myself. If I do that I have the advantage cause my ac is higher than his by 2 points.

Yup, faerie fire will make the cloak pointless if you can land it.

Darkness. You both have disadvantage to hit, and you both grant advantage. Since multiple sources of disadvantage don't stack you both end up even.

Caltrops (he, nah can avoid at half speed), Spike Growth or something similar int he area you are fighting. If he moves on his turn and takes damage it will invalidate it during your turn. But that means you'll be taking it as well to force him to move.

A net is a bad way to do it - you need to hit with disadvantage and it takes all your attacks. But it's a strength check to get out, which would take his whole action and has a chance he'll miss.

Alchemist's Fire does 1d4 damage at the start of each fo their turns, which should invalidate it until the start of their next turn. Still need to deliver it with disadvantage though.

How about simply one player to another ask him to stop being a jerk and trying to screw your character over?

Otherwise thing will quickly become :):):) for tat and the game will fall apart.

Pretty much, this. But also, where is your DM with all of this?

I concur - the problem isn't the other PC and his item. It's the *player*

... of course we are only hearing half the story, but if we go ahead and give you the benefit of the doubt, defeating the player's PC will not solve the root cause of the problem.

I agree. Defeating the other player's character will only cause (or deepen) resentment between the OP and the other player.

Ultimately, a problem between players is best solved out-of-game, and preferably away from the table.

So you're saying instead of having our characters fight that we should fight irl? I guess thatll work. Ill grab my boxing gloves.
