Devas, Shardminds, Vryloka and the "Eladrin as Feywild elf" & Forgeborn Dwarf subrace are all unique to 4th edition, yes.
The Dhampyr was previously a monster-only race in D&D prior to 4th edition.
Aranea were an AD&D PC race in the Red Steel campaign setting, then reprinted in the Savage Coast of Mystara AD&D sourcebooks. In 3e, they were a Monster Manual "playable monster".
Lupins appeared as a PC race in Basic D&D, first in Dragon and then in the Champions of Mystara boxed set, then were updated to AD&D alongside the Aranea. They got a 3e updatre in an issue of Dragon.
Diaboli are a Mystaran monster that had a 3e PC update in Dragon.
Phanatons were a Basic D&D PC race (Dragon), then an AD&D one (The Orc's Head Penninsula sourcebook for Savage Coast of Mystara), and then a 3e one (Dragon again).
Paraelemental Genasi appeared as PC options for 3e in Dragon, and might have AD&D roots. 4e featured Storm Genasi as a core race in the Forgotten Realms, and also featured unique Athasian (Sun, Sand, Cinder, Magma) & Abyssal (Plague, Caustic, Void, Ember) Genasi subraces in Dragon.
Hengeyokai appeared in AD&D, 3e and 4e, being in the Oriental Adventures for the first two and in an issue of Dragon for the last one.
Ogre Magi (Oni) appeared in AD&D's Complete Book of Humanoids and 3e's Monster Manual.
Vanara were in the 3e Oriental Adventures, as were Nezumi.
Bariaur and Githzerai were in the Planescape Boxed Set for AD&D, Githyanki were in the Guide to the Astral Plane in AD&D, and all three appeared in different splatbooks in 3e. Githzerai were a PHB 3 race in 4th edition.
Duthka'gith were introduced in Polyhedron #100 for 3rd edition.
Fey'ri were a 3e invention for Races of Faerun.
Thri-Kreen appeared in Dark Sun in AD&D.
Xixchil appeared in AD&D's Spelljammer.
Calibans are from the 3e Ravenloft campaign setting.
