D&D 5E How would you balance this modification to spellcasters?

After a Short Rest all spellcasters refresh one spellcasting slot of each level per level up to their Proficiency Bonus (so someone with a PB of 6 refreshes one each of levels 1-6). After a Long Rest all casters refresh one spellcasting slot of each level they can cast.

I'm aware that some spellcasters don't get the highest level slots. Tough.

How would you balance that?

I wouldnt. If I felt this was something the game needed I'd just add it.
After using it for awhile I'd come back to thinking about it.
Did it do what I intended?
Did it have consequences I'd not considered?
Are more tweaks required?

Seems like a pretty big buff to spellcasters, and makes warlocks much worse in comparison.

That's sort of how Warlocks work already? Their Pact slots recover on SR, their Mystic Arcanum slots recover on LR.

Of course, they have many fewer slots! Only 2-3 Pact Slots, so your caster will be recovering twice as many slots on an SR, even if they're lower level. Plus your rule allows them to recover a 6th level slot eventually, which Warlocks can't do.

If I were you, I'd take a different approach. I'd rebuild the Wizard and Cleric class on the Warlock template. Here's my suggestions:
  • Swap out the relevant Spellcasting Stat and Spell List
  • Change the Spells Known/Prepared to match Wizard or Cleric
  • Replace the Patron benefits with Domain or Tradition benefits
  • Allow Mystic Arcanum slots to cast any spell known/prepared
  • Make new Invocations more appropriate to the new classes, like Lay on Hands for Clerics
