Zuggtmoy's spell attack bonus?

So Zuggtmoy is coming up in my high level OotA campaign and something that seems missing from the official stat block is her spell attack bonus.

It does say that her spell save DC is 22, but for ray of sickness there is not indication what her spell attack level is.

Is there a way to determine it from other info in her stat block?

(I've decided to save dave2008's epic monsters for the final couple of showdowns.)

Well spell save DC is 8+ bonuses

So her bonuses would be 22-8=14.

Ray of Sickness seems like a waste of an action for a CR 23 monster.

Yeah it's not that epic, but I think I'll also make it an option for legendary action (along with pseudopod attack) - the damage is similar but ranged instead.

Absent other modifiers, save DC is 8 + proficiency + casting ability score. While spell attack is just proficiency + casting ability score. In other words, it's 8 less.

So it should be a +14 to hit.
