The rules explicitly say a ‘silvered weapon’ is only a weapon that the wielder ‘plates with silver’.

It is simply silver over steel.

Just like the ring is silver over a flesh.
If you cover you fist with silver it does damage. But it is a gauntlet, and therefore a WEAPON, you are no longer "unarmed".

I dont know if you know what ‘silver plating’ means. But it is a very thin foil over the steel. Think ‘tin foil’ but much much thinner.

The silver itself does zero damage.
