Are there any alternatives for that, to build monsters?

It is pretty easy to take the MM3 on a business card, take a monster that looks kind of similar to what you're thinking about, and just make a monster on the fly.

Example:
Crazy Alchemist Standard Controller level 8
88 hp, AC 22/NADs 20, but let's drop AC/Will by 1 each and raise Reflex/Fort by 1 each instead. Good at dodging and resisting his own experiments.
Ranged attack +13 vs Reflex, does 16 damage on a hit. Let's make it 2d6+5 with 1d6 splash damage in area burst 1 on a hit.
Encounter burst +13 vs Fort, cold, slows on a hit, 2d6+5 damage, target in center of burst immobilized.

Done. Throw in fun additional things that do 16 damage or give it some interesting traits — say a smoke bomb to give it concealment as an immediate interrupt when attacked. Etc...

I join @Tony Vargas in lamenting the loss of the Monster Builder as much as I lament the loss of the Character Builder. Yes, you can mentally create monsters with 'MM3 on a business card', but the Monster Builder allowed you to browse all existing monsters for powers to copy. It also created nice office statblocks in the newer format. (In fact, if I have time, I'll try to output the updated statblock format for all the pre-MM3 monsters.)

The Character Builder was an amazing product. I have been a subscriber for 10 years, so they've taken me for, what, $800 or so? Yet I consider that well worth it for all the 4e I've played.

Masterplan.

All the WotC stat blocks are available and can easily be imported into Masterplan. It's not supported by the creator anymore but it's still available - as are the stat blocks.

Masterplan allows you to import powers from other stat blocks.

And the offline version of the Character Builder has just as much utility as the online version. There's also an offline Compendium.

So, yeah, WotC might not be providing the DDi tools but replacements are freely available.
