Armed merchantmen used to be typical, until around 200 years ago.Ship combat? Why would governments allow ships to be armed? They don't today, so why would they in the future?

In a SciFi setting the majority of a murder investigation can be done sitting behind a desk. Not very exciting adventure stuff, but the most sensible thing to do and it would feel weird to skip it. And once you have your suspect you have an entire organized police force who can take care of it.
That particular boxed set (which I own) is not converted yet, but there is a decent ruleset for Fantasy Grounds for Mongoose 2e and some of the adventure content is converted over:Pirates of Drinax is a sandbox campaign for Mongoose Traveller. Its basically dozens of mini adventures that make up the campaign. There has also been a ton of campaign setting material for the Trojan Reach of the Third Imperium setting.
That could be a good place to look if you are trying to find a Sci-Fi campaign with lots of material.
