Given that rolling for stats is the default in 5e, monsters and balance are built around stats with more variability than what is being proposed here.Monsters in the existing books and adventures assume the existing point buy average. If the game lowers that average, it affects the playability of those monsters and adventures. This is more than one iota, at least.
This is what people say when their own representation in the game is already to their satisfaction.
