Back in the late 80s, there was an adventure for Champions called Wings of the Valkyrie where 5 jewish victims of the holocaust go back in time to 1931 to kill those responsible for the rise in power of the Nazis. Things go horribly wrong and things get worse for everyone. So now the heroes need to decide whether to save Hitler and others or not. It was controversial, for obvious reasons. I believe it was pulled quite early.

Were the Holocaust survivors the PCs? Or were they a team sent in after to fix things?

The holocaust survivors were the "villains". At the end, the heroes go back in time and confront the jewish supers and can choose to kill the germans in cold blood (I know, Nazis and all), or they can defeat the supers and save the Nazis.

It was one of those ideas that looked like you were making a reasonable point regarding time travel (You can't do just one thing, and the long term consequences of doing something may not be what you want) but was going to be a hard sell given the specific context. I suspect it would have been problematic given any time-change that was, viewed in a vacuum, a clear-cut thing to fix (because they were all going to be big horrible parts of history or it wouldn't make the point) but that one was going to be particularly...special.
