From what I'm seeing, this set is a core set in all but name (and well, limited to a single world that isn't a normal Magic plane).

There was the indication at the end of the last book that something happened to Driz'zt that looked like the awakening of a Planeswalker Spark, and the description of the next book makes him sound like the Elf Buddha. Do, something is afoot..So wait: Drizzit can Misty Step now into other planes or something?
So, Gavin has confirmed that each AFR Commander deck has 17 original cards unique to the deck:

That is 68 new D&D FR MtG cards. 16 of which are likely Legendary Creature Cards. Roughly in range of what we expected.
It will be interesting to see what reprints from other MtG sets end up in these decks.
Innistrad gets 2 Commander Decks per set, 15 new cards each.
So for this year alone that is 2 Kaldheim sets, 5 Strixhaven Sets, 4 AFR sets, 4 Commander Innistrad sets (split between Crimson Vow and Midnight Hunt) for a total of 15 Commander Decks this year alone. By Comparesion last year "the year of Commander" only had 9 Commander Decks (5 Ikoria, 2 Commander Legends, and 2 Zendikar Rising Decks).
I do think the Commander Decks help make up for the fact that each setting since Ravnica have only had 1 Premiere set apiece, the Commander Decks help flesh settings out.
