I wouldn't be surprised if they reuse it in the Feywild book as Hsiao. But they are certainly going to be in Strixhaven.

Side-note, I already use the UA for a player who wanted to play a Hsiao.

Hsiao and the Owlfolk from the UA have a different number of limbs (Hsiao don't have arms, Owlfolk have legs, arms and feet), and literally nothing in common.

Hsiao does seem like the sort of silly and obscure past edition revival that Chris Perkins loves.
