If that's what makes a DM bad, I guess I'm a bad DM. I frequently use homebrew monsters, and sometimes have to rebalance them during combat encounters, and that sometimes involves fudging die rolls. IMO, it would be a bad DM that didn't promote fudging die rolls in circumstances like this.

He doesn't exactly "promote" fudging. He recognizes that, sometimes, it's beneficial to the game (and uses an example quite similar to yours). IMO, Colville has a very good understanding of the role of dice in the game:

That’s sad. One of the dudes who invented the game.
Gygax dropped quite awhile ago, too. Just because someone invented the game (or helped in the process), it doesn't mean they're the best Dungeon Masters (quite the contrary, IMO, because learning to be a good DM is very experience-based, so it makes sense for the first DMs ever to be not as good as modern DMs).

From what I can gather, the Arensonian game was more fiction-first and less simulationist than the Gygaxian game. I think where the game is now reflects the appeal of Arneson rather than that of Gygax.
