I missed it, @Parmandur said Chapter 2, and it is under chapter 3. I also didn't read "Dragon Characters" as "Dragon Player Characters," which is likely a misreading on my part. But I guess we will see!
I'm interpolation a little bit there, but we were told Council of Wyrms will get sxreentime in this book...

My guess is that it will be a template + stat block that will take an Ancient and make it Mythic (double hp, extra actions, etc).
Not quite. The preview of the list of CRs from this book had the CR of the Great Wyrms higher than the CR of the highest Ancient dragons. So they are doing something different. I am not sure if it is going to be 2x the CR given or the increase CR includes the "2" forms. I am guessing the former, but we will see!

OK - let's talk Sidebars

Based on the fact that these individual dragons appear in Chapter 5 and not Chapter 6, I am guessing that these are more fluff and not full stat blocks. Maybe with some suggestions on how to adjust a typical stat block.

Possibly, although several Dragon gods appear in Chapter 5 as Sidebars, so I'm not sure they will present those gods who are now Great Wyrms.

I'm not sure, BUT there are still other Draconic Gods like Saridor (who gets a champion like Tiamat and Bahumut). I means it's a couple of pages so the list has to be bigger then Tiamat, Bahumut, and Saridor plus that God of Faerie Dragons.

No necessarily. It could just include a lot of fluff about just a few dragon gods. It is only 3 pages after all. I do wonder if Io will make a comeback after being killed off in 4e.
