DMG, quite explicitly.
Okay. Thanks to @Faolyn for providing the quote.

I thought you were talking the default of 5e. The default is for divine power to only come from gods. The DMG, though, provides a ton of ideas on different ways for the DM to run things in his game, and that's definitely one way to do it. As I said, I would allow it in my game. However, if instead of asking me if it was okay, a player showed me that passage and then expected to be able to play a non-deity focused cleric, I'd be really annoyed at his temerity.

Xanathar's made it a little more clear how you could go about that.

Flavorwise, the Warlock and the Sorcerer can merge into a single class. Its theme is the magical transformation of the body. Whether the Warlock makes a pact with a dragon that transforms the body, or the Warlock descends from a dragon, the magical body of the Warlock is a kind of spell focus, like a living magic wand. The bodily transformation might be fey, fiend, elemental, or whatever.
Negative.

Warlocks are not at all like a Sorcerer. It's theme is very different.

Anyone have links to the UAs with the psions? All this talk about it makes me want to go back and see what they tried. I didn't pay much attention to it when it was new.

My opinion so far is, if they are going to do Dark Sun then they should just make a new class. I've never used the class but the idea is interesting.

Here ya go, all four iterations in 2 years. The final one, with the link to the free DMsGuild document, is the most important, because that's what would have gone in Xanathar's Guide if it had passed the final surveys:
