I do use it myself and I really like the rule.
You'd think so but the ability to nullify damage at no cost is too valuable of a tool. IME players still just use them as a standin for healing word regardless of the action economy cost.Though admittedly, making all potions purchasable (for a reasonable price) could also make them more viable options.
My experience is that this does happen. Taking an action to enlarge yourself is never worth it, but for a bonus action it's a matter of when to use the potion.I have recently shifted to having potions being drinkable on a bonus action. Gives PCs more options with their bonus action and I hoping that it will help encourage the use of potions in general.
And the only healing that counts is the healing that takes you from 0 hp (because negatives don't exist) to 1 hp, where upon a character regains the ability to make their full actions.
