My party of 9th level characters just took a dragon with double Soth's hit points. One PC went down but recovered quickly.I am pretty sure a 10th level party of 4 gets their ass kicked by him. Like now I feel he is being super downplayed.

Soth is more dangerous than most I would say, Word of Death has a high chance of putting any sub 100 hp character down right away and the fight is then 3 v 1 instead of 4.According to Kobold Fight Club, CR 19 is Deadly before level 14. In my experience that is not true at all, especially for solos. Action economy accounts for A LOT in 5E.
So much power creep just in the background mechanics changes, to say nothing of actual race and class power creep. But that’s what you get for having players drive design. Sure it does. It's not a challenge unless it's a risk to the whole group. Death being nearly as trivial as a cure spell means that a PC dying doesn't mean anything. It's just like being knocked out only for a bit longer than 6 seconds.Death being able to be undone does not change the definitions. Character death is stated as the primary risk, not party wipes.
Right. Something easy does not test your ability. To test it, it has to be difficult. A challenge. For example. Give the world record weightlifter a 2 pound weight to test how strong he is. It's going to be easy and not a challenge. It's also not going to test how strong he is. To test how strong he is, you need weight near or at his max ability to lift. THAT is a challenge for him.No a Challenge is a test of ability by definition, it does not have to be difficult.
