That makes no sense. The GM should at least know what their motivations are.

Yeah, that's the thesis statement to a 2-3000 word organization writeup. Some developer needs demoted to copy editor.

As written, I'm not sure it matters. But, if one wanted to use it like the Harpers are, I could see wanting it. I'm conflicted. I ENJOY reading that kind of stuff, but it rarely directly impacts my games. Admittedly, not everyone plays the same.

If it is metallic dragons behind the Golden Vault, it couldn't be Gold or Silver or Bronze, not by their RAW alignment (=lawful good)

That only leaves Brass and Copper.
 

Maybe there will be more in-depth info on the Golden Vault as an organization in later products. From the blurb they posted on DDB, it almost sounds like a Planescape Faction/Sect... Not one of the pre-existing ones, but of a similar "vibe" - based in the outer planes, core driving philosophy complete with alignment undertones that can be summed up in a one-line motto.

If 5e Planescape doesn't pull a Dragonlance-style timeline reset and sticks to post-Faction War, I see no reason they couldn't add a few new Factions into the mix, since being banned from Sigil means they're presumably no longer subject to the Lady of Pain's edict putting a hard cap of 15 on the total numbers of Factions in play - which was already a bit blurry given that Sects existed as lesser Factions outside the core 15 anyway.
