Okay a list of possible settings starting with settings that will have appeared in 5e/RD&D by the time this adventure appears.

1. Forgotten Realms, this one is not even in doubt.

2. Greyhawk, with Vecna invovled almost certain to appear.

3. Eberron, I'm leaning towards yes, but far less certain then the first two.

4. Ravenloft Domains, almost certain, Vecna was a Dark Lord at one time.

5. Exandria/Wildemount, a deal will have to be struck with CR, but Vecna is worshipped there too.

6. Witchlight had a couple of League of Malevelence figures in it so Witchlight/Domains of Delight are possible.

7. Spelljammer, perhaps, but what part of Spelljammer?

9. Planescape, a given because they set up Planescapes adventure as connected to the Vecna adventure, maybe multiple planes & Sigil.

10. Radiant Citadel and it mini setting, I'm almost certain some will appear in the adventure.

11. Trickier territory here, alot less certain, but possible if part of their goals for this adventure is highlighting all their 5e settings (and possibly well love pre 5e settings as well), but Theros, Phyrexian free, is a possiblity, I mean its been placed in the material Plane and does refer to the Abyss in its MOoT. Hope the Phyrexian free D&D versions of the MtG settings do make it in. They deserve a place where they won't get wrecked.

12. Strixhaven has so much D&D, none MtG lore in it in SCoC that is at least a moderate possibly.

12. Ravnica, simular logic as Theros, but weaker ties in GMGtR to the D&D cosmology, although there are some in it.

13. Darksun, hasn't appeared in 5, but possible.

14. Dragonlance very likely.

15. Birthright, maybe, but less likely.

16. Mystara same birthright.

17. Obscure pre 5e settings like Ghostwalk, Jakandor, Council of Worms, possibly, but very unlikely.

They really like Eberron -- it's gotten one more sourcebook than the Forgotten Realms has this edition! -- and this would be a great way to illustrate the multiversal nature of Vecna's threat. I think it's a lock.
4. Ravenloft Domains, almost certain, Vecna was a Dark Lord at one time.

5. Exandria/Wildemount, a deal will have to be struck with CR, but Vecna is worshipped there too.
I have to imagine that Mercer would be tickled by this and would want to make it happen, especially if CR could get WotC to agree to let them call Vecna by that name in the Vox Machina cartoon.
6. Witchlight had a couple of League of Malevelence figures in it so Witchlight/Domains of Delight are possible.
I doubt this one. These folks, and their extremely corny name, are on the move.
7. Spelljammer, perhaps, but what part of Spelljammer?
Rock of Bral is my guess. Low hanging fruit for a crossover. Or, alternately, a new and isolated asteroid in the Astral Sea -- a great place to hide stuff away from everyone -- that the characters have to reach via spelljamming because plot device.
9. Planescape, a given because they set up Planescapes adventure as connected to the Vecna adventure, maybe multiple planes & Sigil.

I'm not sure this will happen, but the citadel is a great location for them to use and, yeah, there's a lot of evocative locations in the book they can use for a McGuffin hunt. San Citlan even has a not-Dios-de-los-Muertos they can use (again) for the skull iconography.

I think these are unlikely.

I can't see them wanting to giving more ammunition to the people who want Dark Sun back, if they've officially put it on ice for this edition.

Yes.

From WotC's standpoint, all of these are extremely obscure. I can't see them using any of them, although it would be easy to imagine a battle against an undead god needing the players to go through Manifest to go back and forth across the veil between life and death.

If the goal of adventure is to connect the 5e settings and possibly future and thematic settings together, then not including Ravnica, Theros, and Strixhaven is leaving a massive chunk of your 5e settings out in the cold.

I mean not counting partnership settings and settings that did not get a source book/souce slipcase with at least 200 pages, 50% of the settings 5e are Theros, Strixhaven, and Ravnica, all popular in sales (likely better then Spelljammer, although that might be a lack of content & bugged Spelljammer rules).

I'll point out that Fizban's Treasury of Dragons did mention and support both Theros & Ravnica (including some very strange ideas like a suggestion of making Theros' Gods Dragons), Strixhaven was't released yet, and Bigsby is like to do the same for Giants in Theros, Ravnica, and Strixhaven.

So there is some indictation that they plan on somekind of support however small for these three settings into the future in books.

I'm not sure it is. It could also just be doing something that D&D can do, that competitors cannot -- go to Ravenloft, go to Sigil, go to Elminster's bachelor pad, etc. If you're trying to double down on iconic branding, MTG settings don't do that yet.

Maybe. Lord knows Archivos/Strixhaven could use more fleshing out.

I am pretty sure Vecna has never even heard of Cerillia and Azarai might have some words for him.
