I think it's less about meriting a spell slot to cast and more about not wanting wizards to be able to cast them without having to prepare them.
I think looking it from the other direction can shed light: the Spells that get Ritual are still that WotC is very comfortable letting Wizards do without any resource drain in any situation, like the vottom of a vast dungeon complex, as long as they have time to focus.

All I can say is wizard-love.It may need some work, but someone there loves the wizard...(I guess it is they of the coast)...

...and the paladin, and thinks barbarians are cool, clerics are OK, and pities the sorcerer and ranger (how could you not) and tolerates the bard and rogue. Leaving 3 very unloved classes (maybe 4 with the monk).

But anyways, this is full of wizard-love.

The Spell component one bothers me a bit, but not because it breaks the Spell. I don't like it edgining in on the Sorcerer's Metamagic turf.
For me the main difference in feel is flavor.

• Sorcerer is an "athlete", who trains personal magical prowess.
• Wizard is like a "computer coder", who collects and even builds apps.

Both can innovate.

The Sorcerer can maneuver magic improvisationally, like a gymnast.

The Wizard can hack an app − but the desired requires time and effort to calculate and engineer, and cannot be done on the fly. It is somewhat similar to earlier 3D digital artwork on the computer. Almost any visual is possible. But it needs to be crafted, constructed, calculated precisely, layered and so. The visual is inflexible. Whatever the final visual is, that is what it is forever.

Is everyone who voted against me for Most Attractive Wizard my enemy? Is everyone in the opposing 100,000-strong my enemy? Are all my ex-girlfriends my enemy? I guess we'll find out when I start blasting away with Fireball!

This is an extremely powerful upgrade to spells and basically suggests that there is a sentience underlying arcane magic. That's something 2E briefly flirted with (see Vecna and the Serpent), but it's a wild thing to imply via spell mechanics for a class without further explication.
The "sentience underlying arcane magic" is the personal mindful intention of each spell caster.

There is a mental component to attune magic, in order to wield it.

Per RAW (or at least, Rules As Being Considered), a spell can differentiate between an ally and an enemy automatically. If this is happening because of the wizard, then again, that's got some pretty serious setting implications, since all wizards are thus, I dunno, subconsciously telepathic now?

It is more like, the Wizard is firing a gun. The target is, by definition, the "foe". The others who Wizard is trying not to shoot are "allies".

It depends 100% on the Wizard

It has nothing to do with intentions of the targets.

Indeed, an "ally" might be plotting to harm the Wizard. But if the Wizard is uninterested in shooting this "ally", it remains an "ally" sotospeak.

I don't like these spell creation rule mostly because I would rather players actually spend downtime on creating new spells. Making spell creation/modification and spell scribing into spells is just kind of dumb. Now, I wouldn't mind if the wizard cast modify spell and then next round cast a spell with the modifications as a one off, but as a means of creating a spells to load into your spellbook, dumb.
