d66 is two six sided dice, the first being tens the second being ones.

So if you roll a 3 and a 2, that's 32.
 

i believe a d66 works the same as a d100, but with d6s instead of d10s.

that explains starting at 11, but i have no idea what's up with the double 23s. i don't even know what you mean by "just from number 55-61 in both areas".

EDIT: damn i got ninja'd
 





I just looked on the revised v1.3, and there are still two "23"s on the Major Mutation table (and no missing entries, so the table is -37- items long.
