IMO. You are really inconsistently describing how you play your ranger.

You just are just not paying attention.

Your not explaining why very well.

Because a free feature, you are not using is not very valuable.

It will be used in tier 1 because it is two extra castings at a point where you don't have a lot of spell slots or abilities.

It makes no sense how you find it worse than the old favored foe in the maximize spell casting builds.

It makes perfect sense if you have played a lot of Rangers.

HM is worse because Favored foe does more damage, is far easier to use in combat and is going to generally be more effective. Not always but generally.

Action economy is a big deal in 5E and 2024. Something that costs a bonus action has a big opportunity cost compared to something that doesn't. Something that you have to cast before attacking is going to be less effective than something you activate on a hit.

While I have never still had HM on a high level Ranger, I have had Hex on high level Rangers and in combat I used FF more than I used Hex, even though I had a free cast of Hex.

I dunno, you're the one insisting it has to be just the action economy, rather than Ranger itself being a crowded mess where Hunter's Mark hits it on both the action and the concentration front.

FF is not a great feature, no. But here you have two Ranger players telling you that it worked for them, whereas HM just wouldn't have been worth the cost (which has nothing to do with spell slots, which we both often found left over).

The real issue is the 13th, 17th and 20th level abilities or more specifically what essentially amounts to 3 largely dead levels on many builds. The new FE is worse than the old FF but that is not the real issue IMO.
Getting advantage on all attacks and +1d6 damage any time 4-6 times a day anytime you concentration is popped is better that old FF at my table.

Favored foe is fine and takes concentration but no bonus action. Hunters mark takes concentration and a bonus action. It’s pretty clear what the difference is in this instance. I really don’t understand the denial.

Zephyr is not what’s being discussed in this instance. Not sure why you keep bringing it up.

Like i get that in other instances bonus action but no concentration is acceptable for you (zephyr being an example). But in this specific instance of favored for vs free hunters mark, the difference in acceptability isn’t concentration since they both have it, it’s the bonus action vs free action.

Before upgrades it's

1d4 damage for no action
vs
1d6 damage, skill advantage, and target bouncing, for bonus action

Frankly for a switch melee/ranged scimitar/longbow 2014 ranger, the second is better.

You have to be using one of those 4 feats that give a bonus action attack.
