this could be done with some kind of variant of morphing 5E Extra attack feature with PF2 multiple attack penalty.What about bringing back 2e's speed factor for weapons in 5e?
Back in 2e, a weapon's speed factor affected your place within the initiative timeline. Lighter weapons were quicker to use than heavier weapons in combat. So, if you were armed with a dagger or a rapier, you would be at the top of the initiative timeline whereas a heavier weapon such as a halberd put you toward the bottom.this could be done with some kind of variant of morphing 5E Extra attack feature with PF2 multiple attack penalty.
I.E:
1st level fighter:
attacks: 1st attack normal bonus, 2nd attack -5, 3rd attack -10
2nd level: +0,-4,-9
3rd level: +0,-3,-8
4th level: +0,-2,-7
5th level: +0,-1,-6
6th level: +0,+0,-5,-10(+1 attack at normal bonus)
11th level: +0,+0,+0,-5,-10(+1 attack at normal bonus)
16th level: +0,+0,+0,+0,-5,-10(+1 attack at normal bonus)
20th level: +0,+0,+,0+,0,-1,-6
then fast/agile/light weapons could have penalty lessen by 1(2 for 3rd attack) and have extra attack at levels 5,9,13 and 17(one more attack than regular max number of attacks)
very fast weapons could have penalty reduced by 2/4 and have extra attacks at levels 4,7,10,13,16 and 19
slow weapons(heavy) could have penalties increased by 1/2 and have extra attacks at levels 7/13/19
very slow weapons(crossbows/early firearms) can have penalties increased by 2/4 and have extra attacks at levels 8/15

At least this is how I remembered it way back then.Hehe. I should point out that I prefer Light weapons (Dual Wielder fan here.
) and like being at the top of the initiative timeline.
i'd add +5ft movespeed as a passive bonus at STR 14, 17 and 20, +5/10ft for proficiency/expertise in athletics and then:I could see a new school simplistic RPG where instead of Moving or Shifting/Withdrawing as a minor action, light/medium armor types like rogues just get bonus speed as they level.
Like right under monks.
Free Dash as bonus action removed
Monk: +15ft speed at level 2. +5ft every 4 levels thereafter.
Barbarians, Ranger Rogue: +10ft speed at level 2. +5ft every 4 levels thereafter.
Artificer, Fighter, Paladin, Warlock: +5ft speed at level 2. +5ft every 4 levels thereafter.
Rest: +10ft speed at level 10
