I would rule that characters can use any weapon they don't have proficiency in with disadvantage in a pinch, so it's not like a paladin will just get clobbered if all that's available to them is a dagger or mace. But they'll want to lay hands on a sword as quickly as possible in a fight.

I really like the restrictions that are not complete restrictions.

As much as I like the ability I feel that the blessed sword is just too much with everything else when compared to the other mounted classes. It also clashes with the concept of the lance by level 4.

The mounted archer is just too weak to begin with, a mount that ignores terrain, 3 time uses per day of the fighters main ability, arrows don't take up as much room.
The desert rider gets the AC bonus while mounted which really is a great ability, the charge is nice but it is that ac that keeps it in line with other martials.
The blessed sword is better than either of the other mounted characters combat ability, they don't get an ability while mounted except for the use of a lance which after a few levels inst worth using. The talent table increase of the death roll and the lose moral immunity are both great talents which are better that either of those other classes get. Finally the death save bonus for allies is situational but great.

I don’t think the problem is that it’s out of line with other mounted classes, but rather that it is a mounted class in the first place.
