Is it a "promise"? I guess not. Is it a public commitment? I'd say so. It was something they were "proud to report", exclamation point.
They're late on the timeline they shared with us in your link. So? Life happens.
I'll be concerned if at some point they publicly walk back that committment, or a truly serious amount of time passes . . . if we get the 5.2 SRD before the end of THIS YEAR, I'm happy. If we get at least one of the classic SRDs by the end of next year, I'm happy.
If WotC makes a new announcement, revising their expected timeline for the SRD releases, I'll be good.
