4 Level 1 Characters vs 3 Gnoll Warriors would be an exact Medium Encounter. 75XP Budget per Character vs 100XP per Gnoll.
I agree: even though I did not count xp budgets beforehand most of the time, if I checked after a fight after a hard or medium encounter, the numbers checked out.
But of course first level is always more difficult, on the other side the new Encounter Table worked quite well for us so far. Is there any midigating factor in the Adventure (nothing that comsumes many resources before, Terrain, etc.)?
Actually until 6th or 7th level, the guidelines for 5.24 are the same as those for 5.14. It is just flipped around. In 5.14 you selected monsters and checked, which treshold you overshot, in 5.24 you first select the difficulty and spend your budget on monsters.

What makes 5.24 better at low difficulties is that monsters are better balanced against each other and that the level 1 feat adds quite some sturdiness to your characters (if you didn't chose a background with skilled or crafter...).
