That is the page number, I believe. It is a similar style to the 3.x style (as some folks noted above), but Wizards of the Coast seems to have stayed away from that style, with a full-bleed border along the edge of the page. It must be a third party book.

Edited to add: I think I have found that one - it's from Flee Mortals!, a book I do have. Page 217, I think. It's not a full-bleed border, but it kinda looks like it in the commercial.

That's really cool. Whoever was in charge of that shot knew what they were doing, that's for sure.
