The Dark Power of Friendship - Set in a cutesy My Little Pony or Carebears type world but the twist is that the villains are a close knit Manson Family-esque cult who have full access to the Power of Friendship, Power of Love, and the Indomitable Force of the Human Spirit. Alternately you could dial that back to just the Power of Love and have the villains be a criminal power couple like Bonnie and Clyde, or Fred and Rose West whose relationship is built around a shared interest in violent crime.

Tournaments Within Tournaments - Two ideas that could be used together or alone. First, there's an anything goes fighting tournament sponsored by a wealthy government or rich eccentric who will pay for resurrections. Second, with all the extra people drawn i to town by this spectacle, the local thieves' guild is holding an underground competition for who can steal the most stuff from the tourists.

EDIT:

Roy-G-BIV- I don't know what the plot is or what he does but Roy-G-BIV shoukd definitely be a character in Paranoia. Possibly dealing somehow is forged clearance documents or in rooting out such documents
