Normally I really love anthologies of classic modules, but... wasn't the first Infinite Staircase about a virus that sucked out creativity and was presumably a commentary on TSR by the writers of the time? This seems sort of darkly ironic?

At least not the Forgotten Realms. It'd be one thing if this was a Greyhawk movie, a setting which draws more heavily on the sword and sorcery genre, but the Forgotten Realms is very much a heroic fantasy setting.

They might be both. I remember mention of someone being a secret agent of Thay within the plot, though I do imagine it'd be hard to hide one's allegiance to Thay with large Thayan face tattoos.

My guess is they're a Thayan citizen or agent of some sort (if not a red wizard themselves). They certainly have the bald head tattoo gimmick going for them.

It kind of looks like someone combined a stylized version of Amaunator's holy symbol with the symbol of one of the bridges of Neverwinter.

One of them contains the neverwinter crest (iirc they represent the 3 bridges). I don't recognize the other symbol, but it contains the same symbol in the middle so it's safe to assume it's related to either neverwinter or neverember IMO.
