I think this would definitely help regarding facilitating adopting Orcus as a 'baseline'... almost like an 'Orcus SRD' if you will... 🤔 😉 Going to the source of inspiration... OSRIC also has a license that effectively 'doubles-down' on NOT violating WOTC trademarks if you wish to indicate...

ORCUS is probably the closest for a 4E baseline to start from... then folks can publish 'OGL alternates' incorporating their 'fixes'... but at least it creates a central hub similar to OSRIC

There is a 4E retro-clone that is fairly faithful and developed that's OGL... Orcus 😎 Perhaps most of the heavy lifting is done...
