lots of games & editions use dragon parts as components already...what edition do you want to talk about?
I'm glad someone with more xp than I about the setting answered! I most used it for extra monster manuals in the early 2000's, and looked at spells/items/classes & NPCs from their early releases, but i never kept up with it, and only stole ideas to use in my own, not scarred lands, games

I'd suggest making up adventures or using them as ideas/outlines rather than converting them
maybe stay more to the areas detailed if you don't feel up to making others up...there is a l lot of d20 materials for the setting, though I think mostly various campaign settings/places. If you like...

I think if I'd make them Djinni I'd flip the whole script, the Rod & the sides. The Djinn making a rod of many parts to aid the forces of freedom (chaos/anarchy included). That it flies apart importunely is the nature of chaos, and to prevent stagnation & domination from it being in one place...
1e DMG is the first mention of the wind dukes of Aaqa the 2e adventure box set has much on them, of course. Now to me, the wind is never a lawful force, but a group could be lawful & bind the wind/power of elemental air. That put aside, I think they did a great job in 2e here:
it's unusual in that of course it is to be ignored as idiotic & erroneous. game designers make errors, the DM never ought swallow turds when they know better
