The half-drow found in Races of Faerun is a half-drow human, though, not a half-drow moon elf.

There is no set rule for this, but the generally accepted idea is that "elves breed true." Meaning that a child resulting from a pairing between a dark elf and a moon elf is either a dark elf or a moon elf themself, not an amalgamation of the two.

I'd rate the sorcerer as mildly underpowered. In my campaign they get all social skills, four skill points a level, and the Eschew Materials and Spell Thematics feats for free (EM at 1st, ST at 5th).

Off topic, but: If you're a two-weapon fighter capable of only doing 5-10 with each attack you're pretty worthless to begin with. TWF is not valuable unless you're adding a lot of damage with the extra attacks (either through sneak attack, magic weapons, or some other source) otherwise...
