Totally. The Lair Actions are much more interesting. The Legendary Actions have just as much potential to be interesting, but the examples so far don't do anything particularly interesting with them.

I had a BEMCI (later converted to 2nd Edition) character years and years ago who reached 20th level. That was my only one. I later had a 2nd Edition AD&D character who reached about 14th or 15th, I think, but then I graduated high school and that campaign ended.

I am running a Pathfinder campaign currently where one of the players is a Magus who basically does exactly that. I agree that I don't want any of the 5E classes to be like that, mechanically.

After reading your post, I had to go track that post down. I found it and after reading about it, now I really want to play in that setting. I may have to do what you're doing and build a homebrew campaign setting based on that concept.
