    Agreed... pretty much any encounter power that scales with level is a potential abuse, since at epic buying +1 magic items and bags of holding in large quantities is not prohibative.

    or once per non-free action -- it'd be lame if you couldn't use it with snapshot (in a Seeker MC Rouge build), or with an action point -- especially since it refreshes when you take an action point. But yes, this was my suggestion to fix infinite looping.

    That is an interesting thought, but it does rely on resolution order. You have to not expend inevitable shot (by missing) before you can reactivate it, but then you'd have to use the misses from inevitable shot to reactivate it. But yah, +13 to hit with a heavy thrown at epic is not gonna hit...

    I am missing with both shots on inevitable shot, so with the inevitable accuracy feat, the power is not expended.

    Yes, Speed Loader was a required feat... Could be done with a bow instead if that were a problem, but it's not. I actually have two ways to free pull shurikens (quick draw feat, and battle harness armor) As for the bag of rats argument, that's probably the weakest argument against this tactic...
