Looks like a CR 3 to me, not so much because of the eye beam (although that cements it at CR 3), but because of the damage from the melee attacks. Cool creature, btw.

I like this. I also like the know direction ability, and a bonus to survival checks. As for the "faux-gold" part, it is quite simple actully, there is a low-level spell called Undetectable Alignment, if the dragon gained the ability to cast that spell 3/day at the very young age, or perhaps...

Yes they are. The Conflagration Ooze (MM3) is both intelligent and evil, and the Summoning Ooze (also MM3) is both intelligent and a spellcaster. So nyah! :p The Dhour should be an ooze with the extraplanar subtype as it fights and moves like other Oozes by attacking and engulfing it's prey...

Cone of Fire is iffy as it is a spell from Complete Arcana, and that book ain't OGL. It could be replaced by flamestrike probably. But I like the other ideas. Anyone else have any objections to it?
