UMD Don't forget about Rogues and Bards with Use Magic Device (and Sorcerers? I can't remember if they get Use Magic Device in 3.5 or not, there is just too much to remember now :p). With a DC of 20 they can use pretty much any Staff, Wand, or Scroll.
