I think the real reason they have a base 12 for primary attributes and 18 for non-primary attributes instead of a more simple +5 to primary attributes is because you do not get that +5 attribute bonus on all rolls.
If the combat roll and all other NON-skill rolls were AttributeModifier...
I like that aspect of 4E. RM also has it as a mechanic for spell casters and I very much liked it in that as well. Plus RM also had criticals for spells; there was some nasty stuff that could happen on criticals.

I like the +1/2 per level as well. Maybe we can limit the level bonuses to a set of core class/profession skills only. All the other secondary skills only carry the +5 bonus (or whatever) unless the PC 'buys' additional bonuses through feats or whatnot.

I think your on to something here. Define what a master can accomplish, what his bonus would be, and you have a top most cap for the system. If +20 is master level, then that could effectively give us 20+ levels for PCs (if using +1/2 per level + other bonuses & items, or lower levels if using...
