I'd like to see (in no particular order)
Alternatives to the at will / encounter / daily / utility power set up (I like variety)
A customizable skill system
A focus on non-combat powers (I like statistics to back up my background)
A decent D&D economy (can't stand the way it's handled now)...
I love DMing the game. It's everything I wish 3rd ed had been on the DM side of the screen.
I hate playing a character. It's a toss-up between the way treasure is handled or the non-combat features of character classes.
I can't thing of a published adventure from 3 or 4th ed that would fit your needs.
I think there was a book of challenges early in 3.0...

Thieves guilds could use the roof tops as a sort of black market road.
Farmers grouping together to keep food prices high.

I like this. I'm constantly forgetting to hand out action points and my players still haven't gotten into the swing of using them.
I was thinking about awarding players an action point whenever they use a daily power rather than every two encounters, in the hopes it would eliminate the save it...
As a role-playing game it makes perfect sense to have scenarios with the characters sub-optimum. Assassins attacking when you sleep, deadly poison in you wine, lovers dominated into attacking you, political intrigue in the high courts where armour and obvious weaponry is considered cowardly or...
Looks good. I was wondering about this, but am leaning towards dropping a grid and just using a tape measure. It works for ames workshop and i can use blast templates to work out area effects. Easier to draw maps as well..

I see the skills list players have as skills useful to adventurers, a baker or sailor would have access to a different list of skills, daily powers etc..
Obviously there is no need to write up the class description for a sailor, but if a player wishes to expand her knowledge into this area I'd...
