You can bet that 27th level characters will absolutely be getting some use out of their at will abilities.....unless your group is one of those that likes to rest after every fight (and the DM allows that).
I hear where you are coming from. I think the main reason that the "forgetting" system is in place is to keep people from just using encounter and daily powers constantly at higher levels. I suspect that a perfectly serviceable house rule would be to allow PCs to remember their old powers but...

Minor or Move action what do you think? In 3e it's a move action of course...but so is drawing your weapon. In 4e we know that drawing a weapon is only a minor action...could standing up be one as well?

I'm pretty sure that the character generator and tabletop app are still being developed. Indications are that it will be a pay service for a while before they go live.
As for when the free period begins, it starts with the release of 4e...so another couple of weeks...
Well, I would certainly debate your proclamation that it makes the game worse for the majority of gamers (the majority of gamers won't have someone with the arcana skill in their group?). As for reducing the ability to run game without certain class types...the suggestion would still be right...
