Im not familiar with Arcanis, but Scarred Lands is loaded with flavor. It may not be supported anymore, but that doesn't matter since your not using d20 rules and you can find all the books online for dirt cheap. There is plenty of material to keep you going for years.
The shadow creature template was also reprinted in Lords of Madness. Shadow Blend now has total concealment (50% miss chance), plus it has a couple other nice abilities.

Im playing in a FR campaign set in Cormyr. This is a primarily a city setting, so my question is what would be the best race (besides a straight up Human) for a Hexblade?

I played a Changeling Ninja/ Chameleon with the shadow creature template. It was very complicated, but very fun to play with a lot of potential had we had the opportunity to continue the campaign.
Shadow Creature template is really nice. You get some great abilities for the LA. It really helped...
