Yeah, to connect Feats (such as Ability Improvement) to character level, like Proficiency Bonus does, is probably a better design.

I think 3.5’s "iterative attacks" where the 2nd attack of the round had -5 penalty, the 3rd had -10 and so on was unnecessarily...

As a generalization. Outdoor adventures make long rest easy. Indoor adventures make it hard. Urban adventures can go either way.
