I agree, just generally if one is making a rogue build centered around True Strike they will prioritize the spellcasting modifier used, otherwise there is not much point in taking it. That said, I can see many optimizers choosing High Elf or Human so they can get +2 Int +1 Dex and True Strike on...

If you are making a True Strike build generally you get to 20 int/whatever as soon as possible
Then you would focus on maxing dexterity for AC
It is harder to do this with sage because you cannot start with 16 in dexterity

Rogues don’t have many options for extra damage, True Strike adds additional d6 as you level up, and accuracy for True Strike builds are the same as ranged builds if you spec into them while sacrificing some AC in exchange for damage
