Hmmm... have you considered Favored Soul? You could be a Favored Soul of a dragon-god to get the draconic flavor, and you'd be far more competent in combat. -Stuart

Hydras are, in my mind, always tricky creatures to stat up. When I opened the 4e Monster Manual, I was disappointed in how they handled the write-up. It didn't really give the feel of multiple heads, and they had done away with the regeneration. Then I had an epiphany. Why not write up a hydra...

Ummm... except that the surprise round doesn't start until someone is surprised. If an orc is waiting behind a rock, he hasn't surprised me. When he jumps out from behind it, he surprises me. Then the surprise round begins. -Stuart

Honestly, this seems like a bad idea... about 400 hp at 3rd level? This fight will take forever. Some suggestions: Rise again - this is a big problem, since it doesn't scale evenly with a solo creature. I'd advise not giving it full hp when it rises. Maybe the equivalent of a healing surge...

Trademarking would make more sense in this case. I could easily use the word Beholder to refer to a totally-non-eye-tyrant sort of monster. I doubt that WotC would have a leg to stand on IP law-wise. While they could easily change the GSL (or SRD) to retroactively disallow such things, it seems...
