I rather like Remember Tomorrow from BoxNinja. Though it is maybe more of a storytelling game than a traditional RPG, as it plays in kind of a round robin format without a GM. Good creative fun if you have a group comfortable with improvisation.

That makes sense; you wouldn't want to take a power you had to wait two levels to use. Of course, they could have just made it cost 4 and it would hardly make any difference at either 11th or 17th level. Though as originally written I'd just take it as a case of a specific rule taking precedence...
Don't get the shift in monk casting stoneskin from 11th to 17th level, nobody ever seems to play an elemental monk anyway, and stoneskin is a fairly lame spell in 5th, especially compared to earlier editions.
