Well, in Exploring Eberron, the word "Ghaal" is the Goblinoid word for Mighty. So all you need is the Goblinoid word for "fleet" and you'll have Mighty Fleet in that regards.

Take a cue from actual redcaps and have them wear bloodsoaked bandanas. That's assuming they are a bloodthirsty military and not a highly regimented one

I'd have to know the lore of the goblinoid nation that put forth this navy, though, to come up with anything better.
