Nope, when the item is below 15,000 gp, you can wish for it without risk. You can wish for whatever you want, but above 15,000 your dm is allowed (and invited) to interpretate the wish creatively, eg bring you to the place those three rings of 3 wishes are.

What about an item of endless cure minor wounds? has a cost of iirc 1500 gp, one point of healing every 6 seconds. After a battle, wait half an hour and heal the complete party. Items with infinite charges and instantanious duration are very overpowered.
