IMO, it was a error included in the spell description, resulting from something being changed after playtesting. However, I don't think anything official has been done about that. I would probably house rule it to require a reflex save to avoid.

IIRC, magic items have saves equal to 2+1/2 their caster level. This is the caster level set at creation. If the item is intelligent, it can add its own Wis modifier to this total for Will saves.

If you're talking about mundane armor, then those fgures are simply pricing guides for custom fitted armor. Since all of the common races are, well, common, the armorer is used to fitting them, and so doesn't charge extra for it. This doesn't neccesarily mean that they all wear the same size...
